Because he’s poor.  He has all this money in the wizarding world but in the human world he is poor and Aunt Petunia and Uncle Vernon won’t buy him new shirts and nice clothes because they hate him…

I’m assuming this is the reason at least, I mean the Harry Potter Franchise obviously has plenty of money, they can more than afford Harry a nice wardrobe but they don’t and this is the only reason I can think of.

Or maybe Harry just has a very specific taste in t-shirts…
